Mana Tāngata is a virtual national network for HR professionals who are committed to strengthening bicultural capability across the HR profession of Aotearoa.
The network supports practitioners to build confidence and competence in integrating te ao Māori perspectives into people practice, helping shape workplaces that are culturally responsive, inclusive and grounded in meaningful connection.

Meet the Mana Tāngata Co-Chairs
(Marlene) Te Ura Hina Short - People and Culture Manager, Teaching Council of Aotearoa New Zealand
He uri no Tuhoe, Ngati Raukawa me Ngati Porou.
Te Ura Hina Short is an experienced, people-first leader currently employed by the Teaching Council of Aotearoa New Zealand as People and Culture Manager. In this role, she leads kaupapa that uplift, empower and enable others to thrive, with a strong focus on building organisational capability, supporting effective people leadership, and creating the conditions for individuals and teams to perform at their best.
Grounded in a commitment to purpose-driven work, Te Ura Hina brings a deep commitment to Te Tiriti o Waitangi, weaving this through her strategic and values-based approach to leadership, people practice and organisational development.
With a strong public sector background and currently completing a Master’s in Public Management, she champions diversity, equity and inclusion through authentic co-design, meaningful consultation and values-led practice. Her work centres people, whanaungatanga and collective wellbeing, while also supporting sustainable performance, leadership confidence and the development of high-performing organisations.
Chelsea Mapp APHRNZ - Professional Accreditation Manager, HRNZ
Chelsea Mapp is the Professional Accreditation Manager at HRNZ, based in Pōneke. She leads HRNZ’s accreditation pathways, supporting HR practitioners across Aotearoa to build capability and progress their careers.
A true HR generalist, Chelsea brings international experience from London and Melbourne, along with expertise in professional development, learning design, and practical capability building.
She is passionate about strengthening the HR profession through clear pathways, accessible tools, and development opportunities grounded in real-world practice, while supporting the integration of Te Ao Māori perspectives into HR practice.
